Delhi Govt Launches New E-Portal For Self-Assessment of Dust Control Norms

New Delhi: Delhi Environment Minister Gopal Rai on Thursday inaugurated a web portal for self-monitoring of compliance of dust control guidelines at construction and demolition sites in the capital. The city government also launched an anti-dust campaign on Thursday. Giving further details, Rai said that this campaign will continue till October 29. “It is difficult to manually monitor all the construction sites… We will try to bring all such sites on this web portal. Project proponents will have to self-audit compliance with dust control norms and upload a self-declaration on the portal on a fortnightly basis,” Rai said. The Centre’s Air Quality Management Commission had earlier asked Delhi, Haryana, Rajasthan and Uttar Pradesh to develop an online mechanism to monitor the compliance of dust mitigation measures by project supporters in the NCR. It is mandatory for all project proponents to register on the web portal. The project proponents will be given marks on the basis of their self-assessment. Action will be taken on the basis of marks obtained. The notice will be issued through the portal itself.

There is also a provision to deposit the fine through the portal. The minister said that from next week, the government will train all government and private agencies engaged in construction and demolition in this regard.

The training is likely to be completed by the end of October. The Delhi Pollution Control Committee (DPCC) will start monitoring the compliance of dust control guidelines at construction sites through a web portal from November 1.
